Create a personal Library drawer with a durable requestId receipt. Account read/write grant only; canonical name, existing 40-drawer cap. Exact requestId/name retries replay the original result even after drawer rename/removal, without recreating it. Changed name with the same requestId refuses. No project/access changes.
