Tell everyone on the board something happened: a one-line title, optional body, and where to look (sheetId, cardId or reviewId). Set scope=project for only this project, or scope=global (default) for all projects. For finished or blocked work, not progress.

Notify everyone with access to the board (scope=project appears and counts only in this project; scope=global appears across projects, the backwards-compatible default). Give a short title (what happened), an optional body, and where to look: sheetId with cardId or reviewId. Pass agentId (QRAFT_AGENT_ID) so it shows your persona. One notification per event; never for progress updates.
